Compliance Beyond Traditional Boundaries – Integrity and Compliance Survey Results 2026

The “Compliance Beyond Traditional Boundaries – Integrity and Compliance Survey Results 2026” report, prepared in collaboration between KPMG Türkiye and the Ethics and Reputation Society (TEID), explores the current state of ethics and compliance functions across organizations in Türkiye, highlighting emerging risks and priorities for the future.

Increasing regulatory intensity, the widening scope of sanctions, digitalization and the growing adoption of artificial intelligence are fundamentally reshaping organizations' approaches to risk management and compliance. The compliance function is evolving beyond regulatory monitoring and control activities to assume a more strategic role in supporting decision-making processes, managing risks proactively and strengthening corporate ethical culture.

Conducted by KPMG Türkiye and TEID, the research examines the maturity levels of compliance functions, approaches to emerging risk areas, technology adoption and organizational challenges across different sectors. The research evaluates the transformation of the compliance function, providing insights into organizations' current practices and future priorities.

      Key Findings of the Research

➥ Compliance processes are still developing in many organizations.

30% of respondents state that, while compliance processes in their organizations meet basic requirements, they have not yet reached a fully systematic structure. This result shows that in many organizations the compliance function is in a transformation process advancing towards structured and data-driven models.

➥ Sanctions are gaining ground on organizations’ risk management agenda.

The findings reveal that 61% of respondents consider sanctions either a priority topic of enterprise risk management or an area managed centrally and systematically within their organizations.

The growing importance of sanctions, sustainability, data governance and ethical risks arising from AI demonstrates how the responsibilities of compliance functions are expanding beyond traditional boundaries.

➥ Compliance technologies are becoming widespread in operational processes but are not delivering the expected value.

Survey findings show that technology is widely used particularly in whistleblowing and case management, third-party controls and customer / supplier due diligence processes. This distribution reveals that technology use in organizations is primarily positioned for the management and automation of operational processes.

In contrast, 57% of respondents state that compliance technologies deliver the expected benefit only partially. This result shows that the generation of real value from technology investments depends not only on the existence of systems but also on factors such as data quality, integration and organizational capability.

➥ Use of artificial intelligence is increasing but ethical governance is not developing at the same pace.

Survey findings show that although artificial intelligence applications have begun to be used in many organizations, this use is not yet supported by a clear and institutionalized ethical framework.

While 33% of respondents state that AI use in their organizations is limited and the ethical agenda has not yet taken shape, 31% state that AI is used but the ethical governance framework is not clear. This picture indicates that despite the spread of AI applications, governance, ethical principles and accountability mechanisms are not developing at the same pace.

➥ Investments in compliance technologies are expected to increase.

40% of respondents identify technology and automation as the most decisive factors in the future development of compliance function.

Meanwhile, 62% plan to increase their use of compliance technologies over the next 12–24 months. This trend highlights the growing importance of data-driven and proactive approaches in compliance processes.
