The Swedish Government has tasked the Swedish Work Environment Authority with improving both the quality and accessibility of the national posting of workers register. The register, administered by the authority, is a central database designed to ensure that posted workers in Sweden are covered by appropriate working conditions in line with the EU Posting of Workers Directive. A fundamental requirement within the posting framework is that foreign employers submit accurate notifications to enable reliable record keeping. Worker organizations must then be granted the necessary access to this information in order to effectively monitor wage and employment conditions. The Swedish Tax Agency has previously reported that the overall quality of the data in the register is low, complicating supervision and compliance with the Posting of Workers Act.

      The Government highlights the increasing challenges linked to labour exploitation and work related crime affecting posted workers in Sweden. Since posted workers belong to the risk groups for work-related crime, it is essential to ensure that the register is up to date and accurate, not least to enable effective cooperation between relevant authorities.

      As part of the assignment, the Swedish Work Environment Authority is to analyze existing deficiencies in the system and propose measures to improve data quality and accessibility. To carry out this work, the authority will be supported by the Swedish Tax Agency, the Swedish Social Insurance Agency, the Swedish Migration Agency, the Police Authority and Statistics Sweden. The objective is to enhance transparency, strengthen compliance with the regulatory framework, and make it easier for companies and authorities to manage matters related to posting.

      The final report is to be submitted to the Government Offices no later than 16 November 2026.
