Railway projects on the TEN-T Core Network
Scope of eligible activities include:
- Construction or modernisation of cross-border and missing rail links on the TEN-T core network,
- Construction or modernisation of rail connections with other modes, especially maritime ports, inland ports and port hinterland links,
- Rail infrastructure supporting integration of high-speed rail and air networks.
Key eligibility notes:
- Only TEN-T core network; extended core is not eligible,
- Railway stations are not supported except for railway infrastructure components,
- No support for track-side ERTMS, electronic interlockings, Class A radio communication, Class B systems or rolling stock,
- Mixed projects: studies and works must concern different sections / activities.
Inland waterway projects on the TEN-T Core Network
Scope of eligible activities include:
- Construction or modernisation of inland waterways on the TEN-T core network,
- Construction or modernisation of related infrastructure such as locks, weirs, dams and bridges,
- Projects improving navigation conditions, capacity, resilience or good navigation status.
Key eligibility notes:
- Works only,
- Project must be located on the TEN-T core inland waterway network,
- Scope must directly relate to inland waterway infrastructure.
Alternative Fuels Infrastructure: Road & Air Transport
Scope of eligible activities include:
- Construction of publicly accessible HDV charging hubs on the TEN-T road network, certified safe and secure parking areas or in TEN-T urban nodes,
- Construction of charging hubs with at least 4 MCS charging points of minimum 1 MW each, optionally combined with CCS 350 kW points,
- Construction of related electrical infrastructure, batteries and dynamic energy management systems
- Electrification of airport ground operations at TEN-T airports,
- Synergetic elements such as on-site renewables and grid connection, up to 20% of eligible costs.
Key eligibility notes:
- HDV hubs must be dedicated to heavy-duty vehicles,
- Public access 24/7 required,
- Power for HDVs cannot be shared with LDV charging pools,
- No support for vehicles, land acquisition, OPEX or upgrade of existing charging infrastructure,
- At least 10% financing from a public or private financial institution required.
European Maritime Space and Inland Ports
Scope of eligible activities include:
- Construction or modernisation of onshore power supply and shore-side battery charging infrastructure in TEN-T maritime and inland ports,
- Modernisation of port electrical infrastructure required for OPS / SBC,
- Fitting or retrofitting of vessel energy systems using electric, hybrid, hydrogen, ammonia, methanol, biomethane or wind-assisted propulsion technologies,
- Synergetic elements such as on-site renewables, grid connection and shore-side power banks, up to 20% of eligible costs.
Key eligibility notes:
- Works only,
- At least 10% financing from a public or private financial institution required,
- Vessels must fly an EU flag and serve at least one TEN-T maritime or inland port for at least 5 years after project completion,
- No support for OPEX, land acquisition, leasing, DSO/TSO-owned grid equipment, administrative costs, staff costs, studies/design/supervision/project management costs,
- For vessel retrofit, no support for exclusive day-trip tourism vessels, recreational craft, tugboats, icebreakers or cruise vessels.
Digitalisation of Road Transport
Scope of eligible activities include:
- Construction or deployment of infrastructure for autonomous / highly automated road vehicles,
- Control centres and IT equipment for remote supervision of highly automated vehicles,
- Digital infrastructure for accurate vehicle positioning and communication with the surrounding environment,
- Infrastructure for automatic transmission of driving data and event recording,
- Limited road infrastructure modifications where necessary for autonomous vehicle deployment.
Key eligibility notes:
- Works only,
- No R&I activities as such,
- No funding for vehicles, vehicle equipment or alternative fuels infrastructure,
- No support for construction of actual control centre buildings,
- Projects outside TEN-T must justify positive impact on TEN-T.
External Borders
Scope of eligible activities include:
- Construction or modernisation of road and rail transport infrastructure at EU external border control areas on the TEN-T network,
- Construction or modernisation of road/rail connections to border crossing points,
- Construction or modernisation of truck parking lines, waiting areas and road lane capacity linked to border controls,
- Smart IT solutions or fixed devices integrated into transport infrastructure, where part of a wider transport infrastructure project.
Key eligibility notes:
- Border check equipment and facilities generally cannot be supported as stand-alone projects,
- Mobile equipment is not eligible,
- Administrative buildings, storage / warehouse facilities and parking for border officers are not eligible,
- Priority for upgrading existing BCPs and coordinated bi-directional controls,
- Priority for projects on TEN-T European Transport Corridors.
Military Mobility
Scope of eligible activities include:
- Construction or modernisation of dual-use transport infrastructure serving both civilian and defence needs,
- Works, studies or mixed projects on the TEN-T and EU military mobility networks,
- Infrastructure upgrades removing bottlenecks for military movements,
- Projects improving strategic deployment of military forces,
- Projects on the four EU military mobility priority corridors.
Key eligibility notes:
- Project must be located on both TEN-T and the EU military mobility network,
- Must comply with dual-use infrastructure requirements,
- Priority for projects on the four military mobility corridors,
- Priority for projects involving two or more Member States,
- Mixed projects: studies and works must concern different sections / activities.
