With substantial budgets allocated to each thematic area, these calls are designed to accelerate research, development, and market deployment of cutting-edge solutions.
Only consortia of at least three independent entities from different eligible countries can apply.

Calls under Horizon Europe – Opening September 25th, 2025
Eligibility and Funding Conditions:
- Applicants eligible for funding must be established in one of the following: EU Member States (including outermost regions), Overseas Countries and Territories (OCTs) linked to Member States, countries associated to Horizon Europe, or low- and middle-income countries.
- Unless otherwise provided for in the specific call/topic conditions, only consortia are eligible to participate, consisting of at least three independent legal entities, each established in a different country, as follows:
- At least one independent entity established in an EU Member State;
- At least two other independent entities, each established in a different Member State or Associated Country.
Types of Actions:
- Research and innovation actions (RIA) — Activities that aim primarily to establish new knowledge or to explore the feasibility of a new or improved technology, product, process, service or solution. This may include basic and applied research, technology development and integration, testing, demonstration and validation of a small-scale prototype in a laboratory or simulated environment. The maximum funding rate: 100%
- Innovation actions (IA) — Activities that aim directly to produce plans and arrangements or designs for new, altered or improved products, processes or services. These activities may include prototyping, testing, demonstrating, piloting, large-scale product validation and market replication. The maximum funding rate: 70%

Selected thematic calls:
(IA) Development of sustainable and design-to-cost batteries with (energy-)efficient manufacturing processes and based on advanced and safer materials (Batt4EU Partnership)
This call seeks to foster the development of next-generation, cost-effective and sustainable battery technologies, with a strong emphasis on advanced materials and efficient manufacturing processes.
Focus: Design-to-cost batteries with minimal reliance on critical raw materials, including:
- Liquid electrolyte lithium-ion batteries with lithium manganese iron phosphate (LMFP) or manganese-rich HLM (high lithium, manganese) as cathode materials (design-to-cost lithium-ion batteries for mobility);
- Sodium-ion batteries for mobility applications.
(RIA) Integrating advanced materials, cell design and manufacturing development for high-performance batteries aimed at mobility (Batt4EU Partnership)
This call aims to support research into the integration of cutting-edge materials and innovative cell designs to enable the next generation of high-performance batteries for mobility applications.
Scope: Quasi-solid and all-solid-state lithium-ion battery technologies (up to 5% liquid electrolyte by weight), including Si-C composite or lithium metal anodes.
(IA) Accelerated multi-physical and virtual testing for battery aging, reliability, and safety evaluation (Batt4EU Partnership)
This call is dedicated to advancing methodologies for accelerated, multi-physical and virtual testing to improve the reliability, safety, and market readiness of innovative battery systems.
Objective: Reduce development costs and time-to-market for new battery systems through advanced multi-physical and virtual testing methodologies.
(IA) Real time monitoring of regulated and non-regulated emissions from all types of vessels and other port activities in order to enforce emission limits in waterfront cities
This call addresses the urgent need for real-time, accurate monitoring of emissions from maritime and port activities to support the enforcement of environmental regulations in urban waterfront areas.
Requirement: Demonstration, testing, and validation in at least two pilots in different EU Member States and/or Associated Countries.
(IA) Innovative construction and maintenance, with the use of new materials and techniques, for resilient and sustainable transport infrastructure
This call encourages the development and implementation of innovative construction and maintenance solutions, leveraging new materials and techniques to enhance the resilience and sustainability of transport infrastructure.
Scope: Solutions addressing emission reduction, climate resilience, and environmental/biodiversity considerations across the entire infrastructure lifecycle.
(IA) Integrating inland waterway transport in smart shipping and multimodal logistics chains
This call focuses on the integration of inland waterway transport into smart, multimodal logistics chains, promoting the use of digital technologies and intelligent systems to enhance efficiency and connectivity.
Focus: Integration of smart vessels, infrastructure, data, and governance within multimodal logistics chains.
