On 30 July 2026 the Commission de Surveillance du Secteur Financier (CSSF) in Luxembourg issued and published new notification templates for Alternative Investment Fund Managers (AIFMs) and UCITS management companies domiciled in Luxembourg engaging in cross-border management activities. The revised templates, effective from 31 July 2026, reflect the recent implementation of Directive (EU) 2024/927 into Luxembourg law.

The updated templates reflect the broader range of activities and services that may now be carried out by authorized Luxembourg AIFMs and UCITS management companies. For AIFMs, this includes benchmark administration, credit servicing and other functions or activities already provided in relation to the AIFs they manage, subject to appropriate conflict of interest management. For UCITS management companies, this includes the reception and transmission of orders, benchmark administration and other functions or activities already provided in relation to the UCITS they manage, subject to appropriate conflict of interest management.

Alongside the publication of the new templates, the CSSF has announced enhancements to its eDesk platform, which is used for cross-border management notifications and de-notifications under the European passport regime. The updated functionality, available from 31 July 2026, will also be accessible through the CSSF's API solution (S3 technology). Firms planning to submit notifications are encouraged to familiarize themselves with the revised procedures and consult the dedicated user guide published by the CSSF, which is available in English here.

The CSSF also reiterates that firms wishing to carry out new activities, functions or services in another EU Member State must ensure that these activities are already covered by their Luxembourg authorisation. Where necessary, the relevant approval must first be obtained from the CSSF before any cross-border notification can be submitted under the passporting framework.

The CSSF communication is available in English here.
