A programme set out to achieve one of the country’s most ambitious development goals – functional household tap connections for every rural household. Achieving this at scale demanded coordinated execution across states, institutions, and communities, while ensuring quality, sustainability, and local ownership.

      KPMG in India collaborated with government stakeholders to design and operationalise a multi‑pronged programme management and monitoring approach, helping translate national vision into measurable on‑ground outcomes.


      The challenge

      Delivering safe and adequate drinking water to every rural household required overcoming multiple system‑level constraints:

      • Fragmented implementation capacity across states and districts
      • Need for real time monitoring of physical, financial, and quality outcomes
      • Varying terrain, source sustainability, and water quality challenges
      • Limited community ownership and operational readiness at local levels
