      KPMG in India collaborated with a northern state’s nodal agency to translate policy intent into on-ground execution through a phased and data-driven approach.


      The challenge

      Operationalising the fun initiative at the state level required addressing key bottlenecks:

      • Limited visibility into infrastructure gaps across districts and value chains
      • Need to align multiple stakeholders including farmers, FPOs, lenders, and government bodies
      • Challenges in mobilising investments and ensuring timely credit flow
      • Low awareness and adoption of the scheme at grassroots levels
      • Requirement for coordinated execution within defined timelines

      A structured roadmap and institutional mechanism were essential to drive adoption and scale impact.


      Our approach

      KPMG in India enabled a two-phase transformation approach combining strategy and execution:

      Landscape assessment and roadmap design (Phase I)

      • Conducted detailed review of policies, schemes, and sector frameworks

      • Undertook field visits across priority districts to assess ground realities

      • Engaged farmers, FPOs, and value chain stakeholders for insights

      • Identified infrastructure gaps and investment opportunities using data-driven analysis

      • Developed a phased, actionable implementation roadmap for the state

      Programme execution and institutionalisation (Phase II)

      • Established and operationalised a State Project Monitoring Unit (SPMU)

      • Mobilised stakeholders across government, private sector, and community institutions

      • Enabled convergence with national and state initiatives for greater impact

      • Supported capacity building of nodal officers and implementing agencies

      • Facilitated coordination with financial institutions for project approvals and disbursements
