      • Population and predictive analytics

        A fundamental component to many of our services rests with our trusted ability to develop insights on demographic change, over time and by place. Unique among other consultancies in this regard, we have developed an evidence base to allow for highly granular forms of assessment (by age, gender, location).


        This evidence base is supported by our projection methodology, which follows best international practice, and mirrors the processes employed by statistical agencies worldwide to provide flexible, scenario-led assessment of reckonable changes to fertility, mortality and migration.

      4th National Biodiversity Action Plan (NBAP)

      Client: National Parks and Wildlife Service NPWS

      Commissioned by the National Parks and Wildlife Service to develop the National Biodiversity Action Plan 2023–2030. A key objective of the Plan is to establish a cross-sectoral roadmap for the protection and enhancement of biodiversity in Ireland. KPMG Planning coordinated the draft Plan, ensuring alignment with EU and national policy and best-practice examples, while facilitating extensive stakeholder engagement.

      National Planning Forecasts for Transport Infrastructure to 2040

      Client: National Transport Authority NTA

      Commissioned by the National Transport Authority to undertake an independent strategic review to forecast transport-infrastructure demand based on population, employment and education data. KPMG Planning managed an open stakeholder-engagement process with each Irish County Council and Regional Assembly to collect consistent and comparable data to inform the NTA’s forecasts for all 31 Local Authorities.

      National Residential Land Use Activation Study (NRLUA)

      Client: Goodbody

      KPMG Planning was appointed by Goodbody Stockbrokers to deliver a baseline geospatial dataset for a National Residential Land Use and Activation Study. The key objective of the study was to identify indicative residential yields based on initial land-use audits for residential development, followed by detailed planning audits and recent planning and commencement data.

      Locational Analysis - Nursing Home Infrastructure

      Client: National Treatment Purchase Fund NTPF

      Commissioned by the National Treatment Purchase Fund to support its analysis of the nursing-home market in Ireland. KPMG Planning prepared a suite of reports comprising insights on national, regional and local market trends, current and projected capacity, and localised pricing assessments. Our reports have become a key supporting tool for the Fair Deal scheme.

      Price Ceiling Review and Impact Assessment

      Client: First Home Scheme FHS

      Commissioned by the Department of Housing, Local Government and Heritage to prepare a critical price-ceiling review and impact assessment for the First Home Scheme. KPMG Planning carried out analyses including interviews with developers and property agents to support the Scheme, Ireland’s shared-equity programme designed to bridge gaps between deposit, mortgage and market price for a home.

      Towards a sustainable rental sector in Ireland

      Client: Cluid Housing / Irish Institutional Property (IIP)

      Directly appointed by Clúid Housing and Irish Institutional Property to conduct a comprehensive study of the rental sector. KPMG Planning’s key objective was to develop methods to make the rental market in Irish towns and cities more sustainable and attractive to tenants, while considering affordability, tenant security and development viability.
