The Bureau of Industry and Security (BIS) of the U.S. Department of Commerce today released for publication in the Federal Register an order renewing—for a third time—the temporary denial of export privileges of a Belarusian airline for one year.
Summary
As explained in the order [PDF 274 KB]:
- An order issued in June 2022 denied the export privileges of the Belarusian airline for a period of 180 days. The order was subsequently renewed in December 2022 and then again in June 2023. Read TradeNewsFlash
- BIS—through the Office of Export Enforcement—on November 13, 2023, submitted a written request for a third renewal of the temporary denial order (TDO).
- Evidence presented by BIS demonstrated that the Belarusian airline has acted in violation of the Export Administration Regulations (EAR) and the TDO; that such violations have been significant, deliberate and covert; and that there is a likelihood of imminent violations.
Therefore, the TDO is renewed for an extended period of one year due to a “pattern of repeated, ongoing and/or continuous apparent violations of the EAR.”
