Timur Çakmak began his career at the Board of Account Experts of the Ministry of Finance in 1993 and served at the Ankara Group Presidencies of the Board of Account Experts between 1993 and 2005. In 2005, he was appointed as Group Head at the Revenue Administration, and in 2006 he assumed the role of Head of the European Union and Foreign Relations Department. During his public service, he was primarily responsible for the negotiation and implementation of double taxation treaties and served as both a member and head of delegations in numerous DTT negotiations. In addition, during this administrative tenure, he also carried out duties as Head of the Special Consumption Tax Department, as well as, for certain periods, the VAT and Corporate Tax Departments. He has extensive experience in the application of the Mutual Agreement Procedure for resolving issues arising from the interpretation and implementation of international tax treaties and also possesses broad expertise in the application of Special Consumption Tax. He joined KPMG in July 2012 as a Tax Partner. He is an expert in international taxation and in the application of existing tax exemption regimes under bilateral and multilateral agreements to which Türkiye is a party (such as BTC, Blue Stream, and IPA). He also lectures part-time on tax accounting and auditing at Bahçeşehir University.
