国家税務総局が租税条約上の「受益者」認定問題を明確化

国家税務総局は租税条約の実施を推進し、「受益者」認定の解釈を更に明確にするため、2018年2月6日付けで「租税条約における『受益者』関連問題に関する国家税務総局の公告」（2018年第9号、以下「9号公告」）を公布した。同公告は、2018年4月1日以降に納税の義務と源泉徴収義務が発生し、かつ租税条約上の優遇措置適用が必要な事項に適用される。
