      The high withdrawal rate in Denmark’s largest CCS tender to date raises a key question about which specific factors prevented participants from translating decarbonization ambitions into investment decisions. As such, the tender functioned not only as a support instrument but also as a test of market maturity across the CCS value chain - from capture to transport and storage.

      The report identifies the most significant barriers that were important in participants' decision not to submit a final bid. The analysis is based on interviews with eight of the prequalified participants in Denmark and therefore reflects their assessment of why the bidding entity ultimately chose not to submit a final bid. Their responses shed light on both the relative importance of the barriers and participants’ views on the extent to which these barriers can be overcome in the short term.


      The report highlights four key findings


      • CCS is still a strategic priority

        The interviewed participants continue to view CCS as strategically important, even though they chose not to submit a final bid in the tender.

      • The decision to withdraw was based on multiple concurrent barriers

        For most participants, the decision not to bid resulted from several concurrent barriers. A combination of tender design, contractual terms, internal strategic considerations, and market developments influenced participants’ decisions.

      • Storage represents a significant barrier

        Uncertainty regarding access to suitable storage solutions and the maturity of storage projects played a major role in participants’ assessment of project feasibility.

      • Contract penalties were a central barrier

        Delivery requirements combined with penalty provisions increased the overall risk profile and influenced several participants’ decisions not to submit a bid.
