Announcement on Issuing the List of the Third Batch of Filed Pre-shipment Inspection Institutions for Imported Solid Waste That Can Be Used as Raw Materials (GACC Announcement No. 105 [2019])
In accordance with the Measures for the Inspection, Quarantine, Supervision and Administration of Imported Solid Waste That Can Be Used as Raw Materials and the Detailed Rules for the Implementation of the Measures for the Inspection, Quarantine, Supervision and Administration of Imported Solid Waste That Can Be Used as Raw Materials, the list of the third batch of filed pre-shipment inspection institutions for imported solid waste that can be used as raw materials (see Annex) is hereby issued.
Announcement on Implementing the Mutual Recognition of “Authorised Economic Operators (AEO)” between the Customs Authorities of China and Belarus (GACC Announcement No. 101 [2019])
In April 2019, China and Belarus officially entered into the Mutual Recognition Arrangement between the General Administration of Customs of the People's Republic of China and the State Customs Committee of the Republic of Belarus on the Enterprise Credit Management Rules of the People's Republic of China and the Authorised Economic Operators (AEO) System of the Republic of Belarus (hereinafter referred to as the “Mutual Recognition Arrangement”), and decided to officially implement the Mutual Recognition Arrangement from July 24, 2019.
Announcement on Preventing African Swine Fever from Spreading to China from North Korea (GACC and Ministry of Agriculture and Rural Affairs Announcement No. 100 [2019])
On 30 May 2019, North Korea notified the World Organization for Animal Health (OIE) in an urgent alert that there had been one outbreak of African swine fever in the country. By far, China has not yet entered any import agreement with North Korea on pigs, wild boars and relevant products. For the safety of China's animal husbandry and to prevent the epidemic from entering China, the following announcement is hereby issued in accordance with the Customs Law of the People's Republic of China, the Law of the People's Republic of China on the Quarantine of Imported and Exported Animals and Plants, and other relevant laws and regulations:
- Direct or indirect import of pigs, wild boars and relevant products from North Korea into China shall be prohibited.
- Sending or carrying pigs, wild boars and relevant products from North Korea into China shall be prohibited. Once found, the animals and the products will be returned or destroyed.
- Pigs, wild boars and relevant products found onboard the inbound transportation means from North Korea to China, including vessels, aircrafts, vehicles and trains shall be sealed, and shall not be unsealed and utilised without the consent of China Customs when the transportation means stay or run in China. Waste and swill of the animals and products shall be treated in a harmless manner under the supervision of China Customs and shall not be disposed of without its consent.
- Pigs, wild boars and relevant products smuggled from North Korea to China and intercepted by border control authorities shall be destroyed under the supervision of China Customs.
- Any violation of the above regulations shall be subject to punishment by China Customs in accordance with the Customs Law of the People's Republic of China, the Law of the People's Republic of China on the Quarantine of Imported and Exported Animals and Plants, and relevant implementation rules.
- Customs, animal disease prevention and control institutions and animal health watchdogs at all levels shall work closely on the quarantine, epidemic prevention and related supervision in accordance with the Customs Law of the People's Republic of China, the Law of the People's Republic of China on the Quarantine of Imported and Exported Animals and Plants, and Animal Epidemic Prevention Law of the People's Republic of China.
Announcement on Adjusting the Anti-dumping Duty Rates Applicable to Related Imports of Heat-resistant Pressure-bearing Alloy Steel Seamless Tubes Originating in the US and EU (MOFCOM Announcement No. 24 [2019])
The MOFCOM has ruled that dumping of imports of heat-resistant pressure-bearing alloy steel seamless tubes originating in the US and EU existed during the review period. According to the Anti-Dumping Regulation of the People’s Republic of China, the Customs Tariff Commission of the State Council decides that the following anti-dumping duties shall be imposed on the imports of heat-resistant pressure-bearing alloy steel seamless tubes originating in the US and EU from 14 June 2019:
US companies:
- Wyman-Gordon Forgings, Inc. (101.0%)
All others (147.8%)
EU companies:
- Vallourec Deutschland GmbH (57.9%)
- VALLOUREC TUBES FRANCE (57.9%)
- IBF S.P.A. (60.8%)
- All others (60.8 %)
Announcement on Filing Expiry Review Investigation Into the Anti-dumping Measures against Imports of Acetone Originating in Japan, Singapore, South Korea and Taiwan Region (MOFCOM Announcement No. 25 [2019])
According to Article 48 of the Anti-dumping Regulations of the People's Republic of China, the MOFCOM decides to conduct an expiry review investigation into the anti-dumping measures against imports of acetone originating in Japan, Singapore, South Korea and Taiwan Region from 8 June 2019.
Announcement on the Expiry Review of the Anti-dumping Measures against Imports of Toluidine Originating in EU (MOFCOM Announcement No. 28 [2019])
According to Article 50 of the Anti-dumping Regulations of the People’s Republic of China and the investigation result, the MOFCOM proposes to the Customs Tariff Commission of the State Council on continuing to implement the anti-dumping measures. Based on the suggestion from the MOFCOM, the Customs Tariff Commission of the State Council decides to continue imposing the anti-dumping duties on imports of toluidine originating in EU for five years from 28 June 2019.
Announcement on Filing Anti-dumping Investigation against Imports of Ethylene Propylene Diene Rubber Originating in the US, South Korea and EU (MOFCOM Announcement No. 29 [2019])
According to Article 16 of the Anti-dumping Regulations of the People’s Republic of China, the MOFCOM decides to exercise an anti-dumping investigation against imports of ethylene propylene diene rubber originating in the US, South Korea and EU from 19 June 2019.
Announcement on the Review of Anti-dumping and Countervailing Measures against Imports of Distiller’s Dried Grains (MOFCOM Announcement No. 30 [2019])
According to investigations, the MOFCOM deems it necessary to continue to impose anti-dumping and countervailing duties on imports of distiller’s dried grains originating in the US. In accordance with the Anti-dumping Regulations of the People’s Republic of China and Countervailing Regulation of the People’s Republic of China, importers of distiller’s dried grains originating in the US shall continue to pay corresponding anti-dumping and countervailing duties to the Customs of the People’s Republic of China as set out in MOFCOM announcements No. 79 and No. 80 issued in 2016.

Guangzhou Customs Announcement on Conducting Error Review and Fault Tolerance of Customs Declaration (Guangzhou Customs Announcement No. 2 [2019])
Changes in pre-declared import/export dates and changes in vehicles during loading or prestowage of goods shall not be recorded as declaration errors by the customs. If such issues are recorded as declaration errors, the declaring parties can submit an electronic application through the customer-enterprise cooperation platform to the customs for review within 15 days from the date of recording. On-site submission of paper applications is not required. The customs will review the applications and correct the eligible records. The duration of review has been decreased to three working days from 15 working days. The reviewed and corrected records will no longer be used by the customs for accessing the credibility of enterprises.
