Paul is among the first forensic practitioners in Big Four accounting firms in mainland China and has extensive experience in China and the United States, serving numerous multinational, state-owned and private companies in a wide variety of sectors.
Paul is a CPA by background and also has a Juris Master degree from a leading law school in China. He has over 18 years of professional experience in regulatory compliance (including anti-bribery and corruption, anti-trust, anti-money laundering and sanctions), fraud and misconduct investigations, due diligence, fraud risk assessment, and contract compliance reviews.
Paul is recognized as one of the leading forensic experts by Global Investigations Review’s independent research with clients and peers. He was also a member of the editorial board participating in the development of China National Standard GB/T 35770-2017 “Compliance Management Systems – Guidelines” (i.e. the Chinese version of ISO19600).
Paul has conducted numerous complex fraud investigations, including matters involving bribery and corruption activities, fraudulent financial reporting, and asset misappropriation. In particular, he has worked with many prestigious law firms and assisted many clients’ audit committees, board of directors and investors in response to regulatory driven inquiries involving Foreign Corrupt Practices Act (“FCPA”), UK Bribery Act (“UKBA”) and securities regulations enforced by US SEC and Chinese CSRC.
During his career, Paul has served many companies as their preferred forensic service provider, and has provided numerous on-call projects to clients who entered into monitoring programs with regulators and other proactive fraud risk management initiatives such as pre- and post-investment due diligence, transaction monitoring, third party (e.g. distributors, agents) audits, etc.
Paul has a number of years’ experience working at KPMG’s Forensic team in New York, where he was largely involved in providing forensic-related services to US companies on their businesses in China, as well as to Chinese companies regarding their businesses in the US.
Paul is a frequent speaker in China on fraud, misconduct and compliance-related topics. He has also provided numerous trainings to many companies and law firms, primarily focusing on business risks and challenges in China. He also has experience in anti-trust, anti-money laundering & sanction compliance and contract compliance reviews.
