The Zakat, Tax, and Customs Authority (ZATCA) has published two draft tax laws for public consultation.
- A draft income tax law reforms the income tax legislation. The primary goals are to “encourage Foreign Direct Investment (FDI) without impeding overall economic advancement, foster transparency, and encourage voluntary compliance among taxpayers.” The draft does not make significant changes related to the liable persons (taxpayers). The due date to submit comments and feedback on the draft through the public consultation platform (Istitlaa) is 25 December 2023.
- A draft Zakat and tax procedural law aims to unify and facilitate provisions for Zakat and different tax types; specify the rights and obligations of both ZATCA and the Zakat-payer/taxpayer; promote transparency, clarity, and voluntary compliance; as well as align with international developments and best practices. The due date to submit comments and feedback on the draft through the public consultation platform is 25 December 2023.
