U.S. order renewing temporary denial of export privileges of three Russian airlines

The Bureau of Industry and Security (BIS) of the U.S. Department of Commerce today released for publication in the Federal Register three notices renewing the temporary denial of export privileges of Russian airlines.
All three orders were originally issued in June 2022 and renewed in December 2022. According to the notices, BIS evidence “convincingly demonstrates” that:
- The airlines acted in violation of the Export Administration Regulations (EAR) and the temporary denial order (TDO).
- Violations were significant, deliberate, and covert.
- There is a likelihood of imminent violations.
Therefore, the orders are renewed—effective immediately—and will remain in effect for 180 days.
