Additional sanctions under the Export Administration Regulations (EAR)
The Bureau of Industry and Security (BIS) of the U.S. Department of Commerce today released for publication in the Federal Register a final rule implementing additional sanctions under the Export Administration Regulations (EAR) against Russia and Belarus.
The final rule [PDF 530 KB] (106 pages):
- Expands the scope of the EAR’s Russian and Belarusian industry sector sanctions
- Expands the foreign direct product rule that currently applies to Russia and Belarus to apply to the temporarily occupied Crimea region of Ukraine as well
- Revises recent restrictions targeting Iran’s supply of unmanned aerial vehicles to Russia
- Refines existing export controls on Russia and Belarus
The final rule is effective today, May 19, 2023.
Further Treausury guidance
The U.S. Treasury Department also today announced further guidance strengthening the global sanctions and other restrictive economic measures against Russia.
