U.S. OFAC issues Russia-related general licenses and new FAQ

The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) today issued the following Russia-related general licenses.
- General License 62 [PDF 105 KB]—Authorizing the wind down of transactions involving Holdingovaya Kompaniya Metalloinvest AO, MegaFon PAO, Limited Liability Company USM Telecom, or Akkermann Cement Ca Limited Liability Company
- General License 63 [PDF 159 KB]—Authorizing transactions related to debt or equity of, or derivative contracts involving, Holdingovaya Kompaniya Metalloinvest AO
- General License 64 [PDF 104 KB]—Authorizing certain transactions involving Kommersant
- General License 65 [PDF 162 KB]—Authorizing transactions related to telecommunications and certain internet-based communications involving MegaFon PAO or Digital Invest Limited Liability Company
OFAC revoked Russia-related General License 15 [PDF 687 KB]—Authorizing transactions involving certain blocked entities owned by Alisher Burhanovich Usmanov.
OFAC also issued one “frequently asked question” (1122) and added to its list of specially designated nationals (SDN list).
