Amendment to confirm basis for adding entities
The Bureau of Industry and Security (BIS) of the U.S. Commerce Department this afternoon released for publication in the Federal Register a final rule [PDF 264 KB] amending the Export Administration Regulations (EAR) by adding 11 entities to the entity list under the designations of Myanmar (Burma), China, Nicaragua, and Russia. The 11 entities have been determined by the U.S. government to be acting contrary to the national security or foreign policy interests of the United States.
The final rule—effective today, March 28, 2023—also amends the EAR to explicitly confirm that the foreign policy interest of protecting human rights worldwide is a basis for adding entities to the entity list.
