Decree-Law 18/2022—known in English as the “Creation and Growth” Law—published on 29 September 2022 in the official gazette extends the obligation to issue, submit and receive electronic invoices in business dealings to all traders and professionals. Read TaxNewsFlash

The new electronic invoicing regime will become effective via future implementing regulations that must be issued within six months (i.e., by 29 March 2023) and will become effective in phases, based on the revenues of the relevant traders and professionals. It is expected that the new regime will be mandatory for large corporations from the outset, with smaller enterprises given longer to adapt.
