Final rules amending sanctions regulations and stabilization regulations, reissuing them in their entirety

Western Balkans stabilization regulations

The U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) today released for publication in the Federal Register final rules amending sanctions regulations and stabilization regulations, reissuing them in their entirety.

  • The amended Central African Republic sanctions regulations [PDF 330 KB] (43 pages) are a more comprehensive set of regulations that includes additional interpretive guidance and definitions, general licenses, and other regulatory provisions that will provide further guidance to the public. The final rule replaces regulations that were published in abbreviated form in July 2014.
  • The amended Western Balkans stabilization regulations [PDF 349 KB] (41 pages) further implement a June 2001 executive order and a May 2003 executive order related to the Western Balkans, and implement a June 2021 Western Balkans-related executive order. The final rule replaces the regulations that were amended and reissued in June 2011, and includes additional interpretive guidance and definitions, general licenses, and other regulatory provisions that provide further guidance to the public. Due to the number of regulatory sections being updated or added, OFAC reissued the Western Balkans stabilization regulations in their entirety.
