Decarbonising homes and buildings is a critical challenge in the energy transition, with heat decarbonisation needing prioritisation to achieve legally binding net zero targets. Attempts to drive mass consumer uptake of low-carbon heating solutions and energy efficiency measures have so far had limited success. A fundamental shift is necessary to accelerate consumer adoption, involving new institutions to lead and coordinate delivery, pioneering local partnerships for systematic, place-based implementation, and innovative funding models to attract private investment at scale.

In this report we set out a bold delivery and funding model that has the potential to move the dial on decarbonising homes and buildings and lays the groundwork for the fundamental changes needed to accelerate the UK’s progress towards net zero.
