      Areas of Practice

      We advise both public and private sector entities throughout all stages of administrative proceedings, from initiation to final decision. Our experience includes providing guidance during key phases of the process, particularly stakeholder consultation procedures, final decision-making, and the administrative challenge of unlawful administrative decisions, including complaints, hierarchical appeals, and special administrative appeals.

      Our advisory services in relation to public real estate assets are designed to help public sector clients align their activities with the requirements governing the management of public and private assets owned by public entities, particularly with regard to the procedures applicable to their acquisition, management, and disposal. We also support private sector clients in matters involving the acquisition of assets owned by public entities, as well as the grant of rights for their use, operation, or exploitation.

      We provide legal advisory services throughout the entire public procurement lifecycle, acting both for contracting authorities and for economic operators participating in procurement procedures, whether as candidates or bidders. Our services include support in the structuring and launch of procurement processes, the drafting and review of procurement documents (including tender specifications, invitations to tender, and terms of reference), the preparation of bids and applications, as well as the negotiation, execution, and management of public contracts.

      Where disputes arise in connection with procurement procedures or contract performance—including challenges to procurement documents, contract award decisions, contractual adjustment measures, or disputes relating to contract modifications—we provide strategic legal support and representation before administrative and judicial authorities. Our experience includes pre-contractual litigation, proceedings concerning the interpretation, validity, and performance of public contracts, as well as disputes submitted to arbitration tribunals.

      Delivered in close collaboration with our Competition & EU, Environment, and ESG teams, our regulatory advisory services are designed to help clients navigate complex regulatory frameworks and manage their interactions with regulators across a wide range of sectors, including energy and natural resources, environment and sustainability, healthcare, telecommunications, transport and mobility, water and essential public services, as well as access to European funding and public incentives.

      We support clients throughout regulatory proceedings before supervisory and regulatory authorities, ensuring compliance and effective engagement with regulators. Where necessary, we also represent clients in challenging unlawful regulatory action—or inaction—before the competent courts and tribunals.

      Provided in close collaboration with our Real Estate, Environment, and ESG practices, our advisory services in the areas of land use, development, and planning cover the full lifecycle of urban and territorial development projects. Our experience ranges from the design and preparation of spatial planning and land management instruments to the licensing of urban development projects, urban regeneration initiatives, and regulatory due diligence of real estate assets.

      We also advise clients on matters involving expropriations, administrative easements, and urban planning litigation, helping them navigate complex regulatory requirements and successfully deliver development projects while ensuring compliance with applicable legal frameworks.

      Our administrative litigation and arbitration practice is focused on providing effective representation for clients in disputes before administrative courts, as well as in institutional and ad hoc administrative arbitration proceedings.

      Our services cover a broad range of contentious matters, including challenges to administrative acts and regulations, claims seeking the adoption of administrative measures, urgent proceedings relating to elections and public procurement, mass litigation, and actions aimed at protecting fundamental rights and freedoms. We also represent clients in disputes involving administrative contracts, non-contractual liability of the State and other public entities, regulatory disputes, and applications for interim and injunctive relief.
