The Investing in Skills (IIS) scheme is a grant managed by Jobsplus, intended to promote access to the training of persons participating in the Maltese labour market by subsidising both formal and non-formal learning opportunities.

What is eligible?

  • IIS supports training that is external to the enterprise and not training considered to be mandatory by law to that profession.
  • Training can be both accredited (with MQF/EQF Levels 1-5 supported) and non-accredited.
  • Max of 10 trainees per group is eligible for funding.
  • Trainers’ and trainees’ personnel costs for the hours during which they participate in the training.
  • Trainers’ and trainees’ operating costs directly related to the training project such as travel expenses.

Funding details

  •  Funding rate depends on the size of the undertaking:
    • 50% for large enterprises;
    • 60% for medium enterprises; and
    • 70% for small enterprises.
  • Fixed funding rates are provided: €29.70/hour for trainers and €9.25/hour for trainees' wages.
  • 7% of the eligible total costs is also added to compensate for overheads (indirect costs).

Application deadline

Applications need to be submitted at least 7 calendar days in advance of the training initiating. Applications are open until December 2026, subject to availability of funds, though training must be completed by June 2027.
