Gagan Budhiraja is a seasoned cyber and digital forensic leader, as well as an Army Veteran, with over two decades of experience spanning enterprise security, telecommunications, cybersecurity, and forensic investigations. As a Partner at KPMG in India, he leads complex cyber forensic engagements, advising leading public and private sector organisations on high-stakes investigations, fraud risk mitigation, and cybercrime response strategies. Prior to his current role, Gagan served as Director of Enforcement at the Unique Identification Authority of India (UIDAI), where he led forensic investigations for Aadhaar – the world’s largest biometric identity programme. In this capacity, he played a pivotal role in addressing identity-related frauds, impersonation risks, and ecosystem vulnerabilities at scale, contributing to strengthening trust in digital identity frameworks. Gagan brings deep expertise in managing large, mission-critical programmes, including quality assurance and governance of complex technology systems in collaboration with OEMs and major system integrators. His work is characterised by a strong focus on building resilient, scalable, and regulator-aligned cyber and forensic ecosystems. A recognised thought leader in the field, Gagan is a frequent speaker and trainer at leading industry forums, where he shares insights on emerging digital fraud patterns, cybercrime investigations, and forensic readiness. He is an alumnus of IIT Kharagpur, IIM Bangalore, and National Law University (Bhopal), and holds multiple cybersecurity certifications.
