From 1 January 2026, the import of goods covered by the Carbon Border Adjustment Mechanism (CBAM) Regulation (EU) 2023/956 – including iron, steel, aluminium, fertilizers, cement, electricity, and hydrogen – will be permitted only by authorized CBAM declarants, unless an exemption applies.
According to an official announcement recently published by the National Climate Protection Authority, applications for authorized CBAM declarant status opened on 1 September 2025.
As the first step in the application process, parties must submit an electronic registration request to the National Climate Protection Authority for inclusion in the CBAM register, which will replace the transitional CBAM register on 1 January 2026. Registration in the live system is mandatory even for those already listed in the transitional register.
The application is subject to an administrative service fee of HUF 229,000, which is due at the time of submitting their registration application to the CBAM register.
Once registration is confirmed, the CBAM register – i.e. the CBAM Authorisation Management Module (AMM system) – will become accessible. The next step requires parties to submit an application for CBAM authorisation. The application must include detailed information on the economic activity of the applicant and the CBAM-covered goods, along with supporting documents and proof of payment of the administrative fee.
