Agreement on new business scheme for employment of non-EU national Workers in Denmark, new work permit exemption and requirement for ID card has now been signed
New Agreement-Based Business Scheme
The Danish government has decided to implement a new business scheme, which provides new opportunities to recruit employees by introducing a lower salary threshold of DKK 300,000 annually to get a Danish work permit. In order for a Danish company to utilise this new business scheme, it needs to be certified.
In addition to the general Fast Track scheme conditions, the company must be in possession of a service certificate issued by the Danish Business Authority, must be covered by a collective agreement and must have elected an employee representation.
The certification will be valid for three years with the possibility of extension. Similar to the Fast Track scheme, this scheme allows for expedited job commencement. This means the employee can receive a provisional work and residence permit upon biometric registration in Denmark, which will allow them to start working immediately for the Danish company.
Eligibility criteria for the employee to be granted a work permit under this new scheme
- The employee must be a citizen from one of the following countries:

- Declaration of Truth: Confirmation that the offered position is covered by an agreement that the company is certified to use.
- Salary Requirement: The employee must have a minimum salary of DKK 300,000 annually (2025 level).
- Unemployment Rate: The seasonally adjusted gross unemployment rate must not exceed 3.75% on average in the last three months prior to the application. There may be an increase to 4.25% due to the employment reform.
- Bank Account: The individual's salary must be paid into a Danish bank account.
New work permit exemption rule
In addition to the new business scheme, a new exemption rule has been introduced, allowing foreign nationals who are employed by companies located in third countries to work temporarily in Denmark without the need for a work and residence permit.
It’s important to note that this exemption is applicable for participation in international business events, such as congresses and trade fairs, that are closed,indoor gatherings with at least 400 registered participants. The exemption is valid for up to 10 working days, facilitating smoother international business operations in Denmark.
Implementation of ID Cards on Larger Construction and Engineering Projects for Enhanced Oversight
To strengthen actions against social dumping, a new requirement for ID cards has been introduced for larger construction and engineering projects exceeding DKK 100 million. The ID card will contain essential information about the employee, including name, photo, nationality, phone number, residence, job function, mandatory training, and duration of stay on the project. Additionally, it will include details about the employer, such as name, CVR number, and RUT number.
