With the property tax reform, property tax has evolved from a one-off reporting obligation into an ongoing administrative task. Ongoing declaration and reporting obligations, as well as the receipt of numerous valuation, measurement and local authority notices, require robust technical foundations, consistent processes and a reliable database.

With “Grundsteuer Digital”, KPMG maps the entire property tax lifecycle in an integrated Software-as-a-Service solution. The application combines tax expertise with targeted technology and supports key processes such as data import, assessment review, valuation, apportionment and cash flow analysis in a structured and traceable manner.

Property tax ties up considerable resources, particularly in the case of large property portfolios. Digital and AI-supported solutions – for example, in the review of tax assessment notices – build on a solid technical foundation to open up new opportunities for handling tax matters in a more targeted manner and significantly reducing the workload on staff.

      Our expertise

      • Expert advice on property tax

The starting point for our approach is the provision of in-depth tax and procedural advice throughout all relevant stages of the property tax process. Our focus is on the technical interpretation of statutory requirements, the identification of obligations to declare and report, and the structured review of property tax valuation notices, assessment notices and local authority decisions.

Our range of services extends from ad hoc support to the complete management of operational property tax processes as part of a managed service approach. In addition, we assist in designing consistent processes for data maintenance, deadline monitoring and apportionments, thereby creating transparency and traceability in day-to-day property tax administration.

      • Technology-based solutions

Based on our technical analysis, we make targeted use of technology to map property tax processes efficiently and scalably – primarily through our SaaS solution, Grundsteuer Digital, supplemented by AI-supported procedures and other technological components:

        • AI-supported assessment review
Systematic analysis of property tax valuation notices, assessment notices and property tax assessment notices through automated data extraction and defined validation logic. Verified master data and tax-derived expected values form the basis for identifying deviations, discrepancies and potential appeals in a structured manner and documenting them in a traceable way.

        • AI-supported property and contract management
Digitisation and structured analysis of tenancy and property contracts, including those from paper documents or unstructured sources. The extracted contract and property data is fed into structured data models and can be integrated into existing property or ERP systems. This creates a consistent database for property tax, cost allocation and contract processes.

        • Workflow-based data transformation
Rule-based transfer of property tax-relevant master data from legacy systems into the Grundsteuer Digital data model. Parcel, owner and amendment data from Excel or third-party systems are imported via standardised workflows and processed using defined verification and validation logic.
The resulting database is consistent and traceable. It supports the correct derivation of reporting and disclosure obligations, as well as valuations, assessment reviews and apportionment calculations, even when dealing with large volumes of data.

        • Comprehensive property tax calculation and cash flow analysis
Consolidated integration of valuation and assessment data to calculate the total property tax liability across property portfolios. The results form the basis for scenario analyses, precise apportionment calculations for tenants and leaseholders, as well as for cash flow analyses and strategic budget planning at property and local authority level.
