      Effective nursing staff management and PpUGV-compliant reporting using a management dashboard

       

      The Nursing Staff Minimum Limits Ordinance (PpUGV) has been in force since January 1, 2019. The PpUGV stipulates how many nursing staff must be available for patients in day and evening shifts. This affects all care-sensitive hospital areas such as intensive care medicine, cardiac surgery and cardiology. Non-compliance with the lower limits results in sanctions in accordance with the current sanction agreement. All relevant lower limits for nursing staff and the qualification mix to be met for day and night shifts are defined in the current PpUGV. The qualification mix describes the ratio of nursing staff to nursing assistants. Hospitals will therefore face new challenges in the short term with regard to reporting, documentation and compliance with the lower limits, as well as nursing staff planning.

       

      In collaboration with the German Heart Center Berlin (DHZB), KPMG has developed a PpUGV Management Dashboard that supports hospitals in effective nursing staff management and PpUGV-compliant reporting. A user interface was developed to display the staffing situation in real time. This enabled the establishment of continuous monitoring and control. The end product consists of a fully comprehensive control cockpit, an interactive visualization in QlikView, as well as a reporting function for compliance with the obligation to report to the Institute for the Hospital Remuneration System (InEK).
