On 17 November 2023, the Council of Ministers decided the temporary application of the zero VAT rate on specific types of meat and vegetables, which were previously subject to the reduced VAT rate of 5%.
The relevant products will be subject to the zero VAT rate from 1 December 2023 until 31 May 2024. Please refer to the below list of products affected by the temporary VAT rate reduction:
Effective from 1 December 2023 to 31 May 2024:
A. Fresh, chilled or frozen meat and edible meat offal
- Meat of bovine animals (tariff codes 0201 and 0202)
- Meat of swine (tariff code 0203)
- Meat of sheep or goats (tariff code 0204)
- Edible offal of bovine animals, swine, sheep, goats (tariff code ex 0206)
- Meat and edible offal of poultry under heading 0105 (tariff code 0207)
- Other meat and edible meat offal of rabbits or hares (tariff code 0208)
B. Fresh or chilled edible vegetables and certain roots and tubers
- Tomatoes (tariff code 0702)
- Onions, shallots, garlic, leeks and other alliaceous vegetables (tariff code 0703)
- Cabbages, cauliflowers, kohlrabi, kale and similar edible brassicas (tariff code 0704)
- Lettuce (Lactuca sativa) and chicory (Cichorium spp.) (tariff code 0705)
- Carrots, turnips, salad beetroot, salsify, celeriac, radishes and similar edible roots (tariff code 0706)
- Cucumbers and gherkins (tariff code 0707)
- Leguminous vegetables, shelled or unshelled (tariff code 0708)
- Other vegetables such as asparagus, aubergines (eggplants), celery other than celeriac, mushrooms and truffles, fruits of the genus Capsicum or of the genus Pimenta, spinach, artichokes, olives, pumpkins, courgettes, other salad vegetables apart from lettuce (e.g. coriander, parsley, purslane), capers, fennel (tariff code 0709)
Stock inventory:
It is reiterated that, based on the provisions of Notification KDP 259/2004, in cases of amendments in the applicable VAT rates, taxpayers are obligated to perform a stock count of the goods affected by the change. The stock count must be carried out the day before application and should include a quantitative counting and evaluation.
