On 5 March 2025, the regulation of the Minister of Climate and Environment on the detailed conditions for the granting of public aid by the National Fund for Environmental Protection and Water Management for investments in electricity storage facilities and related infrastructure was published in the Polish Journal of Laws.
The regulation sets out the detailed conditions for granting state aid from funds managed by the National Fund for Environmental Protection and Water Management for investments in electricity storage facilities and related infrastructure under the program “Electricity storage facilities and related infrastructure for improving the stability of the Polish electricity grid”.
The regulation was issued following consultations conducted between 23 July and 6 August 2024.
Beneficiaries
Subsidies can be applied for by every enterprise within the meaning of Annex I to Commission Regulation (EU) No 651/2014 of 17 June 2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty, provided that it jointly meets the following conditions:
- it is not subject to outstanding public aid recovery order following a previous Commission decision declaring an aid illegal and incompatible with the internal market;
- it would not have taken the decision to carry out the investment project or would have carried it out in a limited or different way without receiving the public aid;
- is not subject to the sanctions adopted by the European Union, as set out in section 1.1 of the Temporary Framework.
Subsidized projects
Funds under the program will be available for investment projects involving construction of new independent energy storage facilities or expansion of the existing ones, together with preparatory documentation, associated infrastructure, construction of a connection with a power take-off point, construction of associated infrastructure, testing, equipment acceptance and certification, configuration and adaptation of a storage facility, purchase of land, management costs, and intangible assets. Aid will not be available for investment projects launched before 9 March 2023.
Funds will be granted for the construction of new energy storage facilities with a capacity of at least 2 MW and capable of storing no less than 4 MWh.
The investment project must be completed and put into operation within 36 months of the aid being granted.
Value of subsidy
Aid will be available in the form of direct subsidies or loans. The aid intensity cannot exceed 45% of the total investment project costs, yet it can be increased by 20 percentage points for small enterprises and by 10 percentage points for medium-sized ones.
Funds will be disbursed until 31 December 2025.
