The Bureau of Internal Revenue (BIR) issued the following:

Revenue Memorandum Circular (RMC) No. 124-2019, 20 November 2019, to inform all concerned taxpayers that the Alphalist Data Entry and Validation Module (Version 6.1) is currently being enhanced and the completion is still being determined. Considering this, the deadline for the submission of the Annual Information Return of Income Taxes Withheld on Compensation and Final Withholding Taxes (BIR Form Nos. 1604C and 1604F) has been extended from 31 January 2020 to 28 February 2020. Availability of the enhanced version will be announced thru an advisory.

RMC No. 126-2019, 26 November 2019, to address the concerns of taxpayers regarding the revised Withholding Certificates/Forms (i.e. BIR Forms No. 2316, 2306 and 2307) under RMC No. 74-2019 and RMC No. 100-2019 due to the implementation of the TRAIN law. Under the RMC, pending the reconfiguration of computerized accounting system used by the taxpayers to generate these withholding certificates/form, withholding agents shall be allowed to use the old versions of the said certificates for all transactions covering taxable year ending 31 December 2019.
