Emmanuel P. Bonoan has been the Vice Chairman and Chief Operating Officer of KPMG R.G. Manabat & Co since 2007. He played akey role in building the firm’s growth strategy, which rapidly expanded its footprint and importance in the Philippine business community,with a special focus on non-audit services such as taxation and business advisory. Additionally, he has served as the Head of Advisorysince 2018, prioritizing the firm’s digital transformation by ensuring that it makes the right investments in technology, people, and culture.Key cyber focus areas include security, intelligent automation, and process change.
Previously, he served as the Head of Tax from 2007 to 2015. During this time, he expanded the coverage of tax services (e.g., transferpricing) and oversaw its growth and focus on quality. Under his leadership, the firm’s Tax Division was first recognized by the InternationalTax Review as a Tier One Tax Practice in the Philippines and a Tier One Transfer Pricing Firm.
Before joining the firm, he held positions as an Assistant Secretary from 2001 to 2004 and as an Undersecretary from 2004 to 2006 at theDepartment of Finance (DOF). He played an instrumental role in formulating and passing key revenue reform laws in the areas of VATand excise tax (e.g., Republic Act No. 9337, the VAT Reform Act). Additionally, he conceptualized and instituted successful revenueprograms aimed at curbing corruption in revenue agencies and cracking down on tax evasion. These programs, including the RevenueIntegrity Protection Service (RIPS) and the Run After Tax Evaders Program (RATE), were recognized for contributing to taxpayerawareness of their rights and obligations and increasing tax compliance. In recognition of his efforts, Bonoan was awarded the prestigiousOutstanding Young Man award (a Junior Chamber International award) in 2004.
