NextPlay Innovation Series: Netherlands Gambling Market: Avoiding pitfalls in the web of open norms on RG and AML

An event hosted in collaboration with FRANSSEN TOLBOOM Advocaten, focusing on the Dutch gambling market and how to avoid pitfalls within the framework of open norms relating to Responsible Gaming (RG) and Anti-Money Laundering (AML). With the first remote gambling licences issued in 2021 due to expire this year, the Netherlands’ remote gambling market is entering a more mature phase. Over its initial years, the regulatory framework has continued to develop, alongside an expanding body of supervisory and enforcement practice across several key areas.

A defining element of the Dutch regime is the concept of “open norms”, which offer licence holders flexibility but also demand careful interpretation and implementation. As supervisory expectations have become clearer over time, gaps have sometimes emerged between original interpretations and later compliance assessments. At the same time, new and updated guidance has introduced more detailed requirements, meaning operators must continually adapt their policies, controls and operational practices.

During this session, we reviewed key RG and AML topics and explored how licence holders can navigate these obligations to minimise enforcement risk. We addressed other timely issues, including notification duties and common compliance pitfalls.

A webinar designed for leaders and professionals in HR, Compliance, Legal and Finance, and anyone responsible for building fair, transparent and future-ready organisations. We unpacked what the Directive means for organisations operating in Malta and across the EU, raising awareness of its requirements and exploring how businesses can move from obligation to readiness. The session focused on practical foundations, including job categorisation and the cultural shifts needed to support effective implementation.

ESG in Gaming Roundtable and friends

The ESG in Gaming Roundtable, established in 2024, brings together heads of sustainability from leading gaming groups worldwide. Its aim is to position itself as a global authority on ESG in gaming, facilitate the sharing of best practices, and unite efforts for the benefit of the regulated industry as a whole.

Members meet four times a year - three virtually and once in person. In May 2025, we extended the invitation to a select group of Roundtable guests. Attendees gained valuable insight into the future of ESG while expanding their network of sustainability leaders. The session featured engaging discussions on key ESG topics, including the EU Omnibus sustainability proposal and implementation planning, alongside meaningful networking opportunities in a relaxed setting over drinks and dinner.
