Samson’s educational background is unusual for a fund manager. He has a Bachelor of Laws (LL.B) from the University of Nairobi and a Diploma in Law (LL.B) Dip, from the Kenya School of Law. He is also a Certified Public Accountant (CPA -K), a Certified Public Secretary (CPS -K), a member of the Institute of Certified Public Accountants of Kenya, and an affiliate member of both the Kenya Institute of Supplies Management (KISM) and the Chartered Institute of Purchasing and Supply, UK (CIPS). His interest in health began in 2007, when he was joined a KPMG assignment in South Sudan to work on various projects under the KPMG IDAS practice, setting up and building the capacity of South Sudan AIDS commission. There he came to believe that health sector funding systems needed to change in the developing world. “In my experience,” he says, “there is such extensive funding for health that national governments feel that is no longer their responsibility. But donors can only do so much – funds need to be channelled through appropriate systems and infrastructure. Without these, any amount of funding will fall short.” He now leads the Health and Innovation portfolio within IDAS where he works to deliver innovative health programmes, monitoring, grants management, health systems strengthening and assessments for clients.
