      Cherry Orchard

      Client: Dublin City Council / Land Development Agency

      Commissioned by Dublin City Council and the Land Development Agency for a Part 10 Large-scale Residental Development planning application comprising over 1,000 social, affordable and cost rental housing units and supporting uses. KPMG Planning acted as lead planning consultant for Pre-Planning Consultation, Environmental Impact Assessment Report, Planning Application, and support to An Bord Pleanála's decision making process to Grant Permission.

      Crumlin Shopping Centre

      Client: Dunnes Stores

      Commissioned by Dunnes Stores for the redevelopment of Crumlin Shopping Centre (under construction in 2026), a 16,000 sq.m. reimagining of the original Key Urban Village location, comprising a new retail anchor unit, smaller independent retail units, a food market, café, library, gym and other public facilities. KPMG Planning was responsible for all planning consultancy services, including Environmental Impact Assessment coordination and community/cultural infrastructure auditing, retail impact analytics, and more.

      Crumlin Shopping Centre Future Analytics Project

      Jamestown Masterplan

      Client: Finglas Regen Ltd.

      Commissioned by Finglas Regen Ltd. to prepare a Masterplan for the Jamestown Strategic Development Regeneration Area (SDRA). The Jamestown lands are situated immediately north of Finglas Village and are currently occupied by a range of low-density employment and industrial uses. KPMG Planning prepared an overarching planning scheme for the Jamestown area that informed Dublin City Council's pursuit of the rezoning of the overall land bank, and the subsequent Jamestown Masterplan for the area adopted as Variation 4 to the Dublin City Development Plan 2022-2028.

      Clonsilla Large Residential Development (LRD)

      Client: McHugh Property Holdings

      Commissioned by McHugh Property Holdings for a residential led LRD mixed use scheme of 170 apartments and duplex units, including a café, childcare facility and ancillary accommodation across seven urban blocks ranging from one to five storeys. KPMG Planning acted as lead planning consultant for Pre-Planning Consultation and Planning Application to Grant Permission.

      Clonsilla Future Analytics Project

      Creative Quarter Kilkenny

      Client: Kilkenny County Council

      Kilkenny County Council commissioned a team of experts, including KPMG Planning to undertake a review of the Abbey Quarter Masterplan. This review evaluates progress, builds on the positive work completed to date, and updates the Masterplan to ensure it continues to support the coherent and sustainable development of the Abbey Quarter. KPMG Planning provided all required planning consultancy services and managed the stakeholder and community engagement process and evaluation.

      Ferrybank Waterford City

      Client: Waterford City and County Council

      Commissioned by Waterford City and County Council to assist in the preparation of a Local Area Plan (LAP) for the Ferrybank Belview area in Waterford City. KPMG Planning acted as the planning consultant providing all required analysis, research data, stakeholder and public consultation, and assessment of spatial economics, demographics, environment, heritage and transport to prepare a set of pre-draft, draft and final LAP documentation.

      Tourism and Marketing Strategy 2024 – 2028

      Client: Dun Laoghaire-Rathdown County Council

      This strategy, which KPMG Planning prepared in collaboration with the Council and key stakeholders, is both ambitious and realistic. It provides clear guidance for how to develop tourism in the county over the next five years. This builds on our previous work delivering the innovative DLRCC Tourism Strategy and the Dún Laoghaire Spatial and Economic Study.

      FactoryXChange Project

      Client: European Commission and Enterprise Ireland

      Commissioned by the European Commission and Enterprise Ireland to facilitate FactoryXChange (FXC) in Ireland. FXC is the EU’s Digital Innovation Hub dedicated to accelerating digital transformation, specifically for small and medium-sized private and public-sector enterprises. KPMG Planning provides an easily accessible one-stop-shop that responds fast to customer needs and removes financial and operational barriers.

      Client: European Commission

      Commissioned by the European Commission Horizon 2020 research and innovative programme for Smart Cities and Communities. Seven European cities, including Limerick, were selected to become leaders in integrated smart positive-energy solutions. KPMG Planning led the Monitoring and Evaluation of qualitative and qualitative KPIs, and acted as Limerick’s lead agent, supporting the development of Positive Energy Buildings (PEB) and Positive Energy Neighbourhoods (PEN).

      4th National Biodiversity Action Plan (NBAP)

      Client: National Parks and Wildlife Service NPWS

      Commissioned by the National Parks and Wildlife Service to develop the National Biodiversity Action Plan 2023–2030. A key objective of the Plan is to establish a cross-sectoral roadmap for the protection and enhancement of biodiversity in Ireland. KPMG Planning coordinated the draft Plan, ensuring alignment with EU and national policy and best-practice examples, while facilitating extensive stakeholder engagement.

      National Planning Forecasts for Transport Infrastructure to 2040

      Client: National Transport Authority NTA

      Commissioned by the National Transport Authority to undertake an independent strategic review to forecast transport-infrastructure demand based on population, employment and education data. KPMG Planning managed an open stakeholder-engagement process with each Irish County Council and Regional Assembly to collect consistent and comparable data to inform the NTA’s forecasts for all 31 Local Authorities.

      National Residential Land Use Activation Study (NRLUA)

      Client: Goodbody

      KPMG Planning was appointed by Goodbody Stockbrokers to deliver a baseline geospatial dataset for a National Residential Land Use and Activation Study. The key objective of the study was to identify indicative residential yields based on initial land-use audits for residential development, followed by detailed planning audits and recent planning and commencement data.

      Locational Analysis - Nursing Home Infrastructure

      Client: National Treatment Purchase Fund NTPF

      Commissioned by the National Treatment Purchase Fund to support its analysis of the nursing-home market in Ireland. KPMG Planning prepared a suite of reports comprising insights on national, regional and local market trends, current and projected capacity, and localised pricing assessments. Our reports have become a key supporting tool for the Fair Deal scheme.

      Price Ceiling Review and Impact Assessment

      Client: First Home Scheme FHS

      Commissioned by the Department of Housing, Local Government and Heritage to prepare a critical price-ceiling review and impact assessment for the First Home Scheme. KPMG Planning carried out analyses including interviews with developers and property agents to support the Scheme, Ireland’s shared-equity programme designed to bridge gaps between deposit, mortgage and market price for a home.

      Towards a sustainable rental sector in Ireland

      Client: Cluid Housing / Irish Institutional Property (IIP)

      Directly appointed by Clúid Housing and Irish Institutional Property to conduct a comprehensive study of the rental sector. KPMG Planning’s key objective was to develop methods to make the rental market in Irish towns and cities more sustainable and attractive to tenants, while considering affordability, tenant security and development viability.
