As previously planned, the amendment of Government Decree 273/2007 (X. 19.) on the implementation of certain provisions of Act LXXXVI of 2007 on electricity, and of Government Decree 19/2009 (I. 30.) on the implementation of the provisions of Act XL of 2008 on the supply of natural gas, would have made electronic invoicing mandatory from 1 January 2025 for the supply of electricity and natural gas to non-residential customers.

However, the amendment will not now come into force until 1 July 2025.

Under the amendment, electricity traders and distributors selling electricity as well as natural gas traders, transmission system operators, and natural gas distributors selling natural gas should issue invoices to non-residential customers exclusively in electronic form.

The two regulations do not establish specific requirements for the content of these electronic invoices; however, the provisions of the Hungarian VAT Act require electronic storage in the case of electronic invoicing, which obligation also applies to invoice recipients.

KPMG experts are available to assist with the review, audit or implementation of electronic archiving processes and to ensure compliance with the relevant regulatory framework.
