Conception of EU aid programmes

We can contribute to the development and implementation of EU aid programmes in particularly affected sectors such as energy, transport, construction and administration through in-depth analyses and feasibility studies. Together with the local KPMG team in Ukraine, we can identify specific needs and involve relevant stakeholders in order to develop targeted and sustainable measures.

Technical Assistance

A central component of our consulting portfolio is the provision of technical assistance (TA). Process and organisational development, training and the alignment of authorities in Ukraine with EU standards are aimed at strengthening the Ukrainian administration's ability to act in the long term. To successfully implement these structural changes, we can strengthen our offering with change management measures, the further development of governance structures and the establishment of data-based decision-making processes.

Individual measures for reconstruction

To support the reconstruction process, we offer consulting services for the planning, review and implementation of specific individual measures for the development of civil and digital infrastructure - e.g. in the areas of housing, urban development, health and education.

We focus on developing sustainable financing models such as public-private partnerships. Our aim is to develop sustainable and innovative partnerships together with all stakeholders. Environmental and social impact assessments, stakeholder management and change communication are key components of our service portfolio.

A key role in the development of solutions is played by the design of PPP structures and the creation of robust financial models to enable innovative and economically viable partnerships. The focus here is on analysing the economic viability of various options and identifying the most sustainable implementation variant.

As part of the feasibility analysis, we offer environmental and social impact assessments. In the implementation phase, we provide support through targeted communication and change measures aimed at promoting social acceptance within the Ukrainian population.

Regulation and legislation

We have extensive experience in analysing regulatory frameworks and developing practice-oriented recommendations. If required, we can prepare studies on this basis to assess the institutional or economic impact of planned measures - for example with regard to risks, implementation potential or requirements of the EU internal market. KPMG supports the EU in analysing and developing regulatory proposals for Ukraine.

Support in fulfilling the requirements of EU enlargement and compliance with the acquis

In order to enable integration in all chapters of the acquis, we offer support in harmonising legal and administrative regulations with EU standards. This includes the development of institutional capacities, the establishment of monitoring systems and training programmes.

Our support also includes the promotion of sustainable development and adaptation to climate change. We can develop strategies, data models and processes to monitor, promote and manage ESG standards - such as the CSRD - and thus help to align administration and companies with EU standards.
