He has more than 20 years of professional experience. As a consultant, Javier has led projects related to strategy and operations, process reengineering, organizational transformation, and the implementation of new technology-enabled business models for corporate clients across various sectors, as well as for government entities.
During his career in Mexico’s energy sector, he was appointed Director General of Strategic Planning at the National Hydrocarbons Commission (CNH), where he led the development of the first comprehensive strategic plan for the commission and for Mexico’s energy regulators, including ASEA and CRE. Javier holds a master’s degree in Public Policy, and in 2023 he was recognized as one of the 100 most influential leaders in Mexico’s energy sector by a highly regarded publication.
