Many distribution platform operators are required to file a QST annual information return by June 30, 2023. Distribution platform operators that are registrants for QST purposes under the general QST rules must file the QST form “Information Return for Distribution Platform Operators” by this date for the 2022 calendar year.

While affected distribution platform operators must meet this obligation and file their 2022 calendar year QST annual information return, the rules continue to be different for GST/HST purposes. The CRA has previously announced that these entities are not required to file a similar GST/HST information return until further notice.

Background

Quebec introduced QST rules for distribution platform operators effective July 1, 2021, including to require qualifying distribution platform operators to file an annual information return for QST purposes.

Platform operators – File your QST annual information return

As part of this requirement, distribution platform operators must report certain details related to their online sellers and their supplies facilitated through the operators’ platforms, including their online sellers’ online store URL and the amount of qualifying or designated qualifying supplies of goods facilitated through their platforms. This information must be reported on the QST annual form VD-477.18.7, “Information Return for Distribution Platform Operators”. Note that, because the prescribed form only contains enough lines for 10 online sellers, many platform operators must submit a separate attachment with the required details.
