With over 15 years of experience, Francis is an Executive Director at KPMG in Canada’s International Corporate Tax practice. Francis is known for his understanding and insights into the complex tax rules applicable to outbound investments by Canadian multinationals and subsidiaries of foreign multinationals, where he focused on the areas of foreign affiliate reorganizations, international holding, and financing structures. 

During his time at KPMG, Francis gained extensive experience in Canadian international tax rules and structuring transactions with U.S. and European affiliates. He also gained thorough knowledge in the interaction of technical rules in multiple jurisdictions for both inbound and outbound transactions, with an emphasis on international financing and holding structures. In addition, Francis has a strong understanding of foreign affiliate surplus calculations, which determine whether the dividends qualify for tax exemption in Canada and structuring of repatriations from foreign affiliates to their Canadian parent.

Francis’s main industry focus is in the areas of real estate, infrastructure, and mining and minerals. Francis served several large Canadian-based mining companies for over 15 years and gained significant experience in areas specific to the mining industry, including metals stream financing transactions and indirect disposition rules. He assisted in advising one of Canada’s leading real estate investors and fund managers for over 10 years, working with both direct and complex fund level investments. As a result, Francis gained significant experience in the complex Canadian tax rules governing foreign real estate investment and financing structures throughout the whole project life cycle.
