The federal mobility budget has undergone a significant evolution in recent years. What was once considered a relatively limited alternative to the traditional company car has now grown into a fully-fledged building block within Belgium’s mobility and reward landscape. Moreover, its importance is expected to increase further in the coming years, particularly as the planned obligation comes into effect.

At the same time, the practical implementation remains complex. Many organizations are faced with fundamental questions, such as:

      • How is the mobility budget actually being used by employees today?
      • Where do the key challenges and risks lie?
      • And which adjustments are needed to make this system future-proof?

To answer these questions, KPMG conducted an in-depth study on the current use and functioning of the federal mobility budget.

      What makes this study unique?

This study stands out through its combination of hard data, legal analysis, and practical insights. It is built on three complementary pillars:

      • Analysis of real-life data from 302 employers and 4,389 employees using a mobility budget (Dataset 2025 of Olympus Mobility).
      • A unique and detailed view on pillar 2, with a specific focus on the role of housing costs.
      • Qualitative interviews with employers, HR and reward professionals, mobility experts, and policy stakeholders.

By combining these different perspectives, the report not only provides insight into how the mobility budget is designed from a legal standpoint, but - more importantly - how it actually works in practice. This makes the study a valuable reference for anyone involved in implementing, optimizing, or reshaping the mobility budget.
