Digital transformation opens up new opportunities for growth, innovation and efficiency. And so the turtle that graces our cover this year symbolically dives into the digital world, using agents for its propulsion. At the same time, the attack surface for companies is growing: cyberattacks today hit not only IT systems but business processes, supply chains, and our trust. Artificial intelligence (AI) acts as an accelerant; it enables new forms of automation but equally changes the dynamics between attack and defense. In parallel, digital sovereignty is moving into focus: those who cannot control core data, platforms, and dependencies lose their options for action when it matters most.

The second edition of our Cybersecurity in Belgium 2026 report, produced with the Belgian Cyber Security Coalition and with the support of Agoria, offers a practical framework for understanding how these three key themes, digitalization, AI, and digital sovereignty, fit within modern corporate governance.

      Cybersecurity is a leadership task

For domestic companies this means one thing above all: cybersecurity must be firmly anchored in decisions, priorities, and governance structures. Cyberattacks are not an exceptional event but a permanent business risk, with consequences for availability, integrity, and confidentiality. The use of AI increases the speed and complexity with which risks evolve and at the same time places new demands on governance. Digital sovereignty adds to the question of how dependent we are on technologies, providers, and jurisdictions and which alternatives are realistically available in a crisis. What matters is not a flurry of initiatives, but the ability to demonstrate that the organization is in control.

      Orientation instead of alarmism

This study is intended to help classify developments and sharpen the right questions for steering cybersecurity: Which critical processes must remain operational even under pressure? Where do new risks arise from AI-supported automation and from information that is difficult to verify? And how can digital sovereignty be shaped so that freedom of choice, compliance, and resilience exist not only on paper?

In the report, you will find no alarmist rhetoric, but a structured basis for strategic discussions, prioritization, and effective implementation, with a focus on direction, responsibility, and long-term resilience.

A big thank-you goes to the many participants who took part in our survey and once again answered our questions this year, as well as to everyone who supported us in interviews. Only with your help is it possible to publish the cybersecurity study for Belgium in 2026 once again at this scale and quality!

Every link matters. This year, the weakest ones were the connections between organizations, not the controls inside them.”
