Tom’s career has spanned over 30 years and encompassed a broad range of areas including public sector accounting, financial management, information technology and general management consulting. Tom has particular expertise in public sector financial reform, having worked closely with the Australian Government and other jurisdictions in the transition to accrual budgeting and Whole of Government reporting and he continues to advise on the budget and accounting impacts of major infrastructure and policy initiatives.

Tom has a keen interest in public sector financial governance and has published studies into the role of Public Accounts Committees in Australia and New Zealand and the importance of internal budgeting in Government agencies. He has had the opportunity to work abroad on financial reforms initiated by the International Monetary Fund and World Bank and continues to work closely with public sector CFOs as they play a central role in the evolution of the public sector.
