An announcement was shared on the Ministry of Municipalities and Housing (MOMAH) website, mapping the white lands located within the urban boundaries of Riyadh city.
Importantly, landowners with land located in the designated zones are required to register their land via the relevant electronic portal no later than 30 October 2025 to avoid penalties.
All land within these zones, regardless of the applicable tax tier, must be registered. Land development and construction do not exempt from registration, unless proof is provided of the completion of construction in accordance with the regulatory framework.
Lands that have not been registered may be subject to a fine of up to 100 percent of the original tax amount, and the landowner bears primary responsibility for settling any applicable taxes or fines. Landowners have the right to object to decisions regarding tax liability or assessment within 60 days of notification, through the official channels outlined in the relevant regulations.
