Given the funds available for products, services and public works, the public sector represents an important partner for the business environment. However, collaboration between the two is hampered by the fact that the public procurement process is not always simple, due to the high levels of bureaucracy and legal technicalities. 

KPMG in Romania and Moldova has founded the Public Procurement Center of Excellence with the aim of providing advice to both the public and private sectors. Services provided to the private sector include: 

I. Consultancy services provided to businesses on participating in the public procurement process, or in the process for the awarding of concession contracts

  • Investigations of tenders prepared by businesses to verify their compliance with the requirements of the contracting authority/entity, the existence of all the necessary information and documents, as well as the compliance of these documents with the requirements of legislation and those of the procurement documents;
  • Review and consultancy services during the negotiation of public procurement/concession contracts and framework agreements;
  • Contract management;
  • Specialized assistance with judicial appeals and litigation;
  • Management consulting services in the field of public procurement for private entities
    • Assistance in the establishment of a specialized department, dedicated to the identification of existing opportunities in the field of public procurement and concessions;
    • Defining the process of identifying existing opportunities in the field of public procurement and concessions or improving/streamlining existing ones using process improvement tools enabled by the Lean Six Sigma methodology;
    • Defining the bidding process (preparation of the tender and its submission) at company level or improving/streamlining the existing process using process improvement tools enabled by the Lean Six Sigma methodology;

II. Advisory services for private beneficiaries aiming to win contracts for the supply of products, the provision of services or the execution of works financed from European Funds

  • Strategic planning and guidance for the organization/application of tender procedures;
  • Legal opinions on the interpretation and implementation of national and EU legislation;
  • Specialized assistance in the preparation of specific documents for the application of tender procedures;
  • Assistance in the tender evaluation process;
  • Drafting, reviewing, negotiating, implementing and monitoring contracts;
  • General advice on the procurement process, including on-the-spot assistance and support at any stage of the process;
  • Review of the procurement documents;
  • Consultancy in the preparation and implementation of operational internal procedures, at company level, in relation to activity in the field of procurement from European Funds;
  • Management consultancy services in relation to the activity of the private beneficiary;
    • Analysis of existing procurement related activities at company level and provision of recommendations for improvement;
    • Analysis and mapping of the procurement process at company level and provision of recommendations for its improvement, using process improvement tools enabled by the Lean Six Sigma methodology;
    • Analysis and mapping of the flow of documents at company level and provision of recommendations for its improvement using process improvement tools enabled by the Lean Six Sigma methodology;  
    • Assistance in setting up the procurement department or reorganizing the existing one
