Bureau of Internal Revenue
On 11 April 2019, the Bureau of Internal Revenue (BIR) issued an advisory that the Bank of the Philippine Islands (BPI) is experiencing intermittent/unavailability of their service since 10 April 2019. This is due to BPI’s major system upgrade. As such, BPI’s Bizlink, Expresslink and their accredited branches over-the-counter tax payment facilities are not available until 15 April 2019.
Taxpayers enrolled in the Electronic Filing and Payment System (eFPS)/online payment facility of BPI are advised to attach the copy of the BPI Unavailability Advisory in the printed copy of the eFiled returns and to manually pay their tax liabilities to any Authorized Agent Banks (AABs) under the jurisdiction of the Revenue District Office (RDO) where the taxpayer is registered. Affected Large Taxpayers (LT) under RDO Nos. 116, 121, 123,124, 125,126 and 127 are advised to pay their tax liabilities through the nearest AAB branch located within the locality of the LT Head Office.
Also, as a reminder, per Bank Bulletin No. 2019 – 08 dated 05 April 2019, in view of the anticipated intermittent/unavailability of the eFPS, taxpayers enrolled in eFPS are instructed to file their returns manually or use the eBIR Forms Facility. Taxpayers are to pay the corresponding tax dues over-the-counter with their respective AABs located within their locality. The eFPS filers are advised to attach a printed copy of the screenshot of the pop-up message as proof of unsuccessful eFiling attempt in eFPS.
On the other hand, AABs are advised to accept over-the-counter filing of returns of eFPS filers provided that there is an attached printed copy of the screenshot of the pop-up message as proof of unsuccessful eFiling attempt in the eFPS.
Attached are the full texts of the advisory and bank bulletin.
