The Ministry of Commerce (MoC) has introduced a new authentication method through CamDigiKey for access to its online business registration and corporate services platform. As a result, companies can no longer rely solely on their existing MoC username and password. To maintain access to company information and online services, users must link existing MoC company accounts to a verified CamDigiKey account through the account claiming process.
How to Create a CamDigiKey Account
To register for a CamDigiKey account, users may follow the steps below:
1. Install the official CamDigiKey application from the Google Play Store (Android) or Apple App Store (iOS).
2. Launch the application and provide the required identification document, such as a Cambodian National ID Card or Passport, by following the on-screen instructions.
3. Use your mobile device's camera to complete the facial recognition and liveness verification process.
4. Set up a secure six-digit PIN to protect your account and submit the registration for verification.
5. Upon successful verification and approval, the CamDigiKey account can be used to access participating government platforms by scanning a login QR code.
Please note that a CamDigiKey account belongs to an individual user rather than the company. Therefore, the designated representative must use personal CamDigiKey account to claim, access, and manage the company's MoC account.
How to Claim an Existing MoC Company Account
Under the new system, each company must associate its existing MoC company account with a verified CamDigiKey account. The account claiming process is as follows:
1. Access the MoC Business Registration Portal at: https://businessregistration.moc.gov.kh/kh.
2. Select "Login with CamDigiKey" and use the CamDigiKey application to scan the QR code displayed on the screen.
3. After logging in, click "Transfer Company Ownership" from the navigation menu.
4. Select "Claim Account”.
5. Choose the relevant company account from the available list or manually enter the username and password of the existing MoC account to be linked.
6. Click "Claim Account - Submit" to finalize the account claim request.
Under the new framework, each company account can only be linked to one CamDigiKey account. Individuals requiring access must separately claim the company's MoC account using the relevant credentials. The first account claim is free of charge, while subsequent claims or transfers may be subject to a government fee of KHR 160,000 (approximately USD 40).

The implementation of CamDigiKey represents a significant change to how companies access and manage their accounts on the MoC online platform. Companies should promptly designate an authorized representative to register for a verified CamDigiKey account and complete the account claiming process to ensure continued access to company information and online services. Failure to do so may result in difficulties accessing company records, filing applications, and managing ongoing compliance and corporate administration matters through the MoC portal.
