Updated List of Prohibited and Restricted Goods

This Sub-Decree aims to update the list of prohibited and restricted goods as mentioned in the Annexes to the Sub-Decree and in accordance with the Customs Tariff of Cambodia 2022.
All goods listed in the Annexes for the purpose of multi-sectoral use must be accompanied by an export-import permit by only the relevant competent ministries stated in the Annexes in accordance with the purpose of use and intended business activity.
Please note that the Annexes outline prohibitions, requirements, licenses, permits, or conditions regarding the export, import and transit of goods. However, in cases of risks that require urgent measures, relevant competent ministries may take temporary measures to control the export, import, or transit of risky goods, even if they are not in included in this Sub-Decree. The duration to implement such measures must be clearly stated and not exceed six (6) months. These temporary measures may be terminated before the specified end date or extended based on the actual situation.
The competent ministries shall actively participate in the full implementation of the National Single Window system by ensuring the prompt issuance of import licenses, or import-export or transit permits to the applicants within three (3) working days from the time of request, provided that the documentation is accurate and sufficient.
This Sub-Decree consists of five (5) annexes: (1) list of prohibited goods, (2) list of goods that are restricted, (3) list of goods that require permits from the exporting country, (4) list of goods that require international transit permits; and (5) explanatory notes, including definitions, notes and information on how to read the lists.
Sub-Decree No. 17 dated 26 February 2020 on the List of Prohibited and Restricted Goods and any regulations contrary to this Sub-Decree No. 370 shall be null and void.
Notably, Sub-Decree No. 370 is effective from 1 May 2024 onwards.
