Before joining KPMG in January 2016, Luca worked for many years within the Italian tax administration, where he held managerial roles from 2010 to 2015, first as Head of the Assessments Division, within the Lombardy Large Payers Unit, and then as Head of the Emilia Romagna Large Payers Unit. In these roles he handled all sorts of Italian and international tax issues and was able to participate, from the very start, in all the Revenue Agency’s projects to remodel its dealings with large taxpayers; his input ranged from seminars to preparatory work on the pilot cooperative compliance scheme.
At KPMG he has helped to develop the first Tax Control Framework to be officially approved by the Italian Revenue Agency, enabling a leading Italian group with global reach to access the cooperative compliance regime. Over the years he has frequently written for prominent journals and leading dailies that specialise in tax matters, and has contributed to numerous publishing projects. He has lectured on master’s courses and seminars for leading institutions offering ongoing professional training in the field of accounting and tax law.
His service experience includes Tax (IRES, IRAP, VAT, WHT); Tax Litigation; Italian and international accounting standards; bankruptcy and insolvency procedures (with a special focus on tax issues); company and business law in general; administrative law.
